(reset_encoding_stream): Set 0 to `str->iso2022.current_char_boundary'
in UTF2000.
(encode_utf8): Don't define in UTF2000.
(encode_coding_utf8): New implementation for UTF-8 representation of
UTF2000.
(complex_vars_of_file_coding): Define coding-system `utf-8'.
