(system-char-database-directory): New variable.
- Load character-definition files if `system-char-database-directory'
  is not found or `load-ignore-elc-files' is non-nil.
- Call `reset-char-attribute-table' for each character-attribute
  corresponding with each file in
  `system-char-database-directory'/system-char-id.
