(make_builtin_char): New function.
(encode_builtin_char_1): Check ISO-2022-charset is defined or not.
(Fset_charset_mapping_table): Modify for new representation of
code-point.
(Fdecode_char): New function.
(syms_of_mule_charset): Add new builtin function `decode-char' in
UTF-2000.
