(Fdefine_char): Fix problem when new code-point format is used without
`ucs' property.
(Fdecode_char): Fix problem with GR representation.
(complex_vars_of_mule_charset): Don't use `MIN_CHAR_CYRILLIC' and
`MAX_CHAR_CYRILLIC' as range of builtin `cyrillic-iso8859-5'.
