(decode_builtin_char): New prototype; renamed from
`make_builtin_char'.
(DECODE_CHAR): Use `decode_builtin_char' instead of
`make_builtin_char'; use mapping table of `chinese-big5' for
`chinese-big5-{1,2}'.
