(char-db-decode-isolated-char): Don't use isolated characters of
`arabic-iso8859-6'; format `->original-ideograph',
`<-original-ideograph', `->ideographic', `<-ideographic' and
`->ideograph' as character-reference style.
(insert-char-data-with-variant): Sort variants.
