(struct Lisp_Charset): Delete `rep_bytes'; add `encoding_table' and
`decoding_table'.
(CHARSET_REP_BYTES): Deleted.
(XCHARSET_REP_BYTES): Deleted.
(XCHARSET_COLUMNS): Deleted.
(CHAR_COLUMNS): New macro.
(lookup_composite_char): Deleted unconditionally.
(composite_char_string): Likewise.
