(CHARSET_BY_LEADING_BYTE): Use `Charset_ID' instead of `int'; Use
`MIN_LEADING_BYTE' instead of 128; use `MIN_LEADING_BYTE +
NUM_LEADING_BYTES' instead of 0xFF.
