(Vchar_db_stingy_mode): New variable.
(load_char_attribute_maybe): Close database if Vchar_db_stingy_mode is
not NIL.
(Fload_char_attribute_table_map_function): Use `get_char_id_table_0'
instead of `get_char_id_table'.
(vars_of_chartab): Add new variable `char-db-stingy-mode'.
