(struct char_attribute_list_closure): New structure in UTF-2000.
(add_char_attribute_to_list_mapper): New function in UTF-2000.
(Fchar_attribute_list): Likewise.
(Fset_charset_mapping_table): Use `make_vector_newer'.
(Fdecode_builtin_char): New function in UTF-2000.
(syms_of_mule_charset): Add new function `char-attribute-list' and
`decode-builtin-char' in UTF-2000.
