(encode_builtin_char_1): Purge codes about
{MIN|MAX}_CHAR_{GREEK|CYRILLIC}; comment out code about
{MIN|MAX}_CHAR_HEBREW.
(complex_vars_of_mule_charset): Comment out {MIN|MAX}_CHAR_HEBREW;
don't use {MIN|MAX}_CHAR_HEBREW to define `hebrew-iso8859-8'.
