(char-db-coded-charset-priority-list): Prefer `=jis-x0208-1990' to
`=jis-x0213-1-2000'; prefer `=big5' to its children.
(char-db-make-char-spec): Use `encode-char' instead of
`get-char-attribute'.
(char-db-insert-char-spec): Likewise.
(char-db-decode-isolated-char): Likewise.
